The NPC system has always been a key area and basic issue in the study of constitutional law，and an important national system in the political field that needs to be improved. The People’s Congress of Districts and Counties are in an extremely vital position in the national political system. They are served as the organs of approval and supervision for important local affairs，and are also the main force for promoting the implementation of various national policies. Taking some districts and counties as a sample analysis，it can be seen that the current People’s Congress of Districts and Counties generally have problems of non-standardization and non-uniformity in the process of having meeting and the exercise of the right of deputies. Therefore，it is necessary to analyze these issues and causes，make the summary from the feasible and effective practices，and improve the operation of the People’s Congress of Districts and Counties by revising the rules，public meeting procedures，and establishing a conference debate mechanism.
