As a kind of local culture of the rule of law，minority custom norms can provide resources for the improvement of national local legislative work. National autonomy legislation is an important part of China’s legislation，and its legislative quality is related to the overall situation of legislation. In the national local legislation，considering or absorbing the norms of minority customs is conducive to strengthening the nationality of local legislation and improving the quality of legislation in ethnic areas，thus providing a better rule of law for the protection of minority rights and interests. Taking the minority autonomous counties in Chongqing as an analysis sample，the paper concludes that the transformation of the minority customary norms in the region to the local legislation is not effective. The paper conducts an interdisciplinary analysis of the reasons for the ineffective transformation from the perspective of law，sociology and economics，and hopes to provide effective reference for the settlement of local minority customs in the region. In order to cope with the current situation of weak integration of minority customs norms into local legislation，the paper puts forward suggestions for improving legislative techniques，improving legislative procedures，establishing legislative content standards，and strengthening supervision of self-governing legislation.
