The new development concept，namely the five development concepts，is an important guideline for economic and social development，and also a basic principle for guiding legislation. Among them，innovation focuses on the motive force of development，coordination focuses on the problem of unbalanced development，green focuses on the problem of harmony between human and nature，openness focuses on the problem of internal and external linkage of development，and sharing focuses on the problem of social equity and justice. Legislation is the driving force for the implementation of new development concepts. The implementation of new development concepts can not be separated from the guidance，norms and guarantees of good law and good governance. This paper takes Chengdu local legislation as a sample，from a forward-looking perspective，analyses implementing the new development concept，what points of view should local legislation have，and puts forward the corresponding legislative needs.
