On the basis of collecting and collating the achievements of local legislation in 2018，and by means of introducing the eight economic zones，the types of legislative matters and other elements，this paper makes an in-depth analysis of the performance，hot issues and development trends of local legislation provinces and municipalities. And based on comprehensively revealing our country’s general situation of the local legislation in this year，it is found that the local legislation in our country shows the annual phenomenon of law revision turning，the rise of municipal power，the imbalance of polarization，and the accumulation of legislative resources hotspots.
