本报告采用基于超效率DEA的时间窗口模型,测算长江经济带沿线11省市2010~2016年生态保护效率与科技服务业发展效率,通过空间计量模型分析二者的影响。研究结果表明:长江经济带沿线11省市生态保护效率与科技服务业发展效率具有显著差异性;科研技术服务业效率对本地区及周边地区生态保护效率有正影响;科技资本服务业效率对本地区生态保护效率有正影响,但对周边地区生态保护效率有抑制效应;科技宣传服务业未对生态保护效率产生显著影响。基于上述结果,建议加强生态保护科技人才队伍建设,组建长江经济带生态保护科技联盟;建立多元化市场化科技资本融资机制,提高科技资本总量;丰富推广平台,推动生态保护科技专题化。
<<Calculate the ecological protection efficiency and the development efficiency of science and technology service industry in 11 provinces of the Yangtze river economic belt from the year 2010 to 2016 by constructing the Super-efficiency DEA model and the method of window analysis. Analyze the influence between them by constructing the model of spatial econometric. The results show that the ecological protection efficiency of 11 provinces along the Yangtze river economic belt is significantly different from the development efficiency of science and technology service industry. The efficiency of scientific research and technological service industry has a positive impact on the efficiency of ecological protection in local and surrounding areas. The efficiency of science and technological capital service industry has a positive effect on the local ecological protection efficiency,but it has a restraining effect on the surrounding area. The scientific and technological publicity service industry has no significant impact on the efficiency of ecological protection. It is suggested to strengthen the construction of local ecological protection science and technology personnel and establish the ecological protection science and technology alliance of the Yangtze river economic belt. Establish a financing mechanism for diversified and market-oriented science and technology capital,and increase the total amount of science and technology capital;we will enrich promotion platforms and make ecological protection science and technology more specialized.
