继续沿用往年的评估指标体系，对2019年河南省县级政府和省辖市政府门户网站的政务公开水平进行量化评估。结果表明，2019年，河南省105个县（市）政府门户网站政务公开平均得分为62。2分，得分前五名的是登封市、巩义市、淮滨县、中牟县和桐柏县。采用相同的指标体系，对河南省18个省辖市政府网上政务公开进行评估，结果显示，2019年，河南省18个省辖市政府门户网政务公开平均得分为80。6分，高出县级政府约18分，得分前五名的是郑州市、许昌市、洛阳市、驻马店市和南阳市，得分后五名的是周口市、三门峡市、商丘市、安阳市和焦作市。
<<Using the evaluation index system of previous years，the quantitative evaluation was made on the online openness of government affairs from county and municipal government of Henan in 2019. Results show that in 2019，the average score of online openness of government affairs from 105 county governments in Henan Province was 62.2 points，top five scores are Dengfeng，Gongyi，Huaibin，Zhongmu and Tongbai. The same index system was used to 18 Municipal Governments of Henan，the results showed that in 2019，the average score of the online openness of government affairs in Henan’s 18 Municipal Governments was 80.6 points，which was higher than that of the county government 18points，the top five scores of Zhengzhou，Xuchang，Luoyang，Zhumadian and Nanyang，the bottom five points of Zhoukou，Sanmenxia，Shangqiu，Anyang and Jiaozuo.
