The 19th National Congress of the Communist Party of China puts forward newer and higher requirements for the development of public employment services in the new era，and takes providing all-round public employment services as an important measure to achieve the goal of higher quality of employment and full employment. This research report mainly studies on following four issues：the first one is the connotation of all-round public employment service；the second is the framework and elements of the work system of the public employment service；the third is the strategic objectives，overall framework and working ideas of the construction of all-round public employment service system；and the fourth is to put forward the important work of the construction of all-round public employment services and main suggestions as well for the short-term，medium-term and long-term. The research results will provide reference for administrative departments and guidance for local work.
