郑州市紧抓国家中心城市的机遇，加快推进文化建设，取得了明显成效。本报告以2017～2018年郑州市文化发展的重大事件为线索，梳理了郑州市文化发展面临的新形式和新特点，认真回顾了郑州市在文化传承弘扬、公共文化服务体系建设、文化产业转型升级、城市对外影响提升等方面的做法和成绩，分析存在的问题和不足，认为当前文化供给能力有待提升，文化产业转型升级动能不足，文化产品的原创力和传播力不强，城市文化特色缺乏深度培育等问题突出，需要推动文化领域的体制机制改革创新，将国际文化大都市的理念融入文化建设的全领域，推动优秀文化传承弘扬，完善公共文化服务体系，践行和培育社会主义核心价值观，推动文化对外传播，以特色文化魅力彰显城市文化形象，以文化创新创意引领文化建设趋势，构造起优秀文化传承发展的大格局。
<<Zhengzhou has seized the opportunity presented by its status as a national central city and accelerated cultural construction，with remarkable achievements. Taking the major events of the cultural development of Zhengzhou in 2017-2018 as a clue，this report sorts out the new forms and features of the cultural development of Zhengzhou，and reviews Zhengzhou’s practices of and achievements in carrying forward and promoting cultural traditions，building public cultural service systems，transforming and upgrading the cultural industry，increasing the city’s external influence and other areas. It also analyzes the problems and deficiencies in cultural construction，and puts forward the ideas and measures for cultural construction of Zhengzhou in the future.
