Citizen's cultural rights indicate that citizen is free to take part in cultural activities,and create,produce,propagate,consume,or enjoy cultural artifact and achieve the interests hereby.In detail,Citizen's cultural rights comprise the rights to enjoy cultural achievement,participate in cultural activities,involve cultural management,develop cultural creation and protect cultural artifact by law.The core of citizen's cultural rights is cultural fairness which is to be implemented by guarantee measures by government.The leading measure is building public cultural service system.Therefor this article is aimed at summing up concrete measures on public cultural service system construction,analyzing the achievement,problem and the causation of citizen's cultural rights guarantee,and proposing corresponding policy suggestions. <<
