近年来,网络空间国际治理已成为全球治理体系的重要领域,各国纷纷出台政策参与到网络空间国际治理进程中。目前,全球有两种互联网国际规则制定的模式。一种为以美欧为代表的传统信息强国所提倡的“多利益相关方”模式;另一种为广大发展中国家和新兴经济体所倡导的“多边主义”治理模式。无疑,国家行为体之间的互信缺失影响了互联网规则制定的进程。虽然西方发达国家与发展中国家对于互联网治理理念存在差异,但是互联网国际规则制定的需求将不断上升,特别是物联网时代的到来将推动互联网规则制定向新形态转变。从此层面,维护国家在国际规则制定中的主要地位应是互联网国际规则发展的基础条件。
<<At present,there are two kinds of international rule-making models in the cyberworld. A “multi-stakeholders” model is advocated by great powers,such as European nations and the United States,whilst the developing nations and emerging economies support a “multilateral governance” model in cyberspace. There is no doubt that the lack of mutual trust globally affects the process of international rule-making in cyberspace. Thus,supporting nations as critical players is a necessity to the formation and development of international rules on the internet.
