网络“黑公关”是以抹黑竞争对手为目的,采取删帖买稿、雇佣“水军”、投放虚假材料、恶意诋毁等手段,根据社会趋势、网民心态、舆论扩散规律,人为在网络上配置相关负面信息资源的行为。本报告认为,网络“黑公关”的治理需要达成社会共识。企业应建立风险预警清单,摒弃零和博弈思维;网信部门、市场监管部门、公安部门以及网络社区自治组织等可以加强联动,强化对于“水军”“枪手”现象的惩处,围绕用户实名制建立起网络发言管理和执法响应机制,在技术、执法和传播三个层面上消灭“黑公关”的生存空间。
<<The existence of “Black Public Relations” is extremely harmful in cyber society,thus there is a demand for internet governance. Enterprises should establish a warning list and abandon the zero-sum game thinking,while the bureaus for cyberspace affairs,the administration of market supervision,the department for public security,and cyber communities shall strengthen the linkage to punish on those activities relating with “Internet water army” and “paid posters”,and establish cyberspace speech management and law enforcement mechanism based on real-name system. Only in this approach can we eliminate the space for “black public relations” in the perspectives of technology,law enforcement and communications.
