The problem of “Too Many Cases While Too Little Staff” among courts in large and medium-sized cities is outstanding and needs to be solved urgently. Courts in Beijing have set up a “multi-channeled mediation + quick adjudication”——court-attached，close-knit litigation and mediation docking mechanism. Mediators resident in the courts have been included in the trial team to explore an organic link between the first mediation and the trial process. While providing parties with a variety of dispute resolution channels，the court’s trial pressure has been relieved，and a new pattern of trial work has been formed，with fast speed adjustment trial at the front end and fine trial and fine judgment at the back end. The practical enlightenment of the court-attached and close-knit litigation and mediation docking mechanism is to push forward the legislation of mediation pre-procedure through the way that the National People’s Congress authorizes Beijing，Shanghai and other large and medium-sized cities to pilot，to solve the problem of job security for mediators and establish a refined management system，to perfect the system of legal fees and charges，and to give full play to the leverage of legal fees through legal fees relief and disciplinary system. We will strengthen the allocation of trial assistance personnel，promote the informatization，intensification and socialization of procedural affairs，and realize fast speed-regulating trials.
