The construction of a government ruled by law cannot be separated from the construction of a grassroots government ruled by law. The construction of such a government is reflected through administrative litigation cases in which the grassroots government is the defendant. Based on the analysis of the first-instance administrative litigation cases heard by Ningbo’s courts on two levels from 2013 to 2018 with the grassroots government as the defendant，the basic characteristics of the cases in the township government management field are obtained，and the reasons why the grassroots government lost the case are analyzed in depth. It is concluded that there are some problems in the construction of grassroots government’s rule of law，such as prominent ultra vires phenomenon，vague power boundaries with grassroots organizations，and irregular law enforcement procedures. It is also suggested that the grassroots government further strengthen its awareness of the rule of law，establish the thinking of the rule of law，integrate grassroots autonomy and the rule of law，strictly regulate law enforcement behavior，strengthen team construction，improve the working mechanism，and promote the grassroots work to run.
