Since the implementation of the relatively centralized jurisdiction over administrative cases among courts in Guizhou，non-centralized courts do no need to hear ordinary administrative cases of first instance，thus their corresponding procuratorates do not need to supervise ordinary administrative cases of first instance. In the long run，the administrative procuratorial functions of their corresponding procuratorates will be inevitably weakened，and they will suffer from problems like personnel drain. By strengthening the integration of work planning，clue management，case handling，staffing，business training，performance appraisal，breakthrough in the development of grassroots administrative inspection could be promoted.
