近年来,四川省农村人口向城市和非农部门转移的速度显著加快,培育新型职业农民,既是新阶段推动现代农业发展的现实选择,也是农民分工分业不断深化的客观要求。在新时期,四川省要形成区域特色明显、产业分工合理、产业体系完备的现代农业发展新格局,必须要培育出大量“有文化、懂技术、会经营”的新型职业农民,为全省农业发展奠定良好的要素基础。但目前存在着财政资金效率、培训对象、培训内容以及管理制度等系列困境和问题。因此,我们构建出完善的财政支持体系,以便更好地发挥财政对于四川省新型职业农民培育的支持作用;同时建立起财政支持与新型职业农民培育更好的对接机制,用以提高培训的效率和效果,从而更好地实现四川农业发展新阶段的重要目标和任务。
<<In recent years,the transfer of rural population in Sichuan Province to urban and non-agricultural sectors has accelerated markedly. The cultivation of new-type professional farmers is not only a realistic choice for promoting the development of modern agriculture in the new stage,but also an objective requirement for the continuous deepening of the division of labor.
In the new era,Sichuan Province must form a new pattern of modern agricultural development with obvious regional characteristics,reasonable industrial division of labor,and complete industrial system. It is necessary to cultivate a large number of new professional farmers with “culture,technology,and management” for the province’s agriculture. Development lays a good foundation for the elements. However,there are currently a series of dilemmas and problems in the efficiency of financial funds,training targets,training content and management systems.
Therefore,we have established a sound financial support system to better play the supporting role of finance for the cultivation of new professional farmers in our province. At the same time,we have established a better docking mechanism for financial support and new professional farmers to improve the efficiency of training so that we can better achieve the important goals and tasks of the new stage of Sichuan’s agricultural development.
