    天府新区基于“一干多支”战略的人才协同发展模式初探

    摘要

    2018年,四川省政府提出“一干多支”发展战略,加快推进区域协同发展。天府新区作为国家级新区,处于“一干多支”战略核心,在推动区域协同发展中具有不可替代的作用。经过近五年的历练发展,新区产业发展初具雏形,人才集聚不断加速。但同时,由于外部人才竞争日益激烈,其在未来发展中也面临诸多挑战。本文围绕天府新区人才发展现状,引入SWTO分析方法,梳理分析新区未来在人才工作中的内外部环境,明确自身发展优势与劣势,并基于此,初步提出应对策略。同时,结合“一干多支”战略总体布局,本文尝试将应对策略提炼深化,探索具有区域特色的人才协同发展路径与模式,以期对外来人工工作发展提供有益借鉴。

    Abstract

    In 2018,the Sichuan provincial government put forward the development strategy of “One Stem and Multiple Branches” to accelerate regional coordinated development. As a national high-tech park,Tianfu New Area is at the core of the strategy of “One Stem and Multiple Branches” and plays an irreplaceable role in promoting regional coordinated development. After nearly five years development,the industrial development of the new area has taken shape,and the concentration of talents has been accelerating. But at the same time,due to the increasingly fierce competition for external talents,it also faces many challenges in its future development. This paper focuses on the current situation of talent development in Tianfu New Area,introduces SWTO analysis method,sorts out and analyzes the internal and external environment of new area in talent work in the future,identifies its own development merits and demerits. Based on this,we put forward preliminary countermeasures. At the same time,combined with the overall layout of “One Stem and Multiple Branches” strategy,this paper attempts to refine and deepen coping strategies,and explore the path and mode of collaborative development of talents with regional characteristics so as to provide useful reference for the development of foreign manual work.
