In the past two decades，the development of Chinese western region has made tremendous progress. However，in order to further narrow the development gap between the eastern and western regions，Chinese Communist Party and the government proposed in 2019 that the development of the western region enter into a new stage of strategic development. At the same time，the “One Belt，One Road” initiative also provides opportunities for the new round of development of the western region. In this context，the further development of the western region will put forward certain demand for the quantity and quality of financial talent. Therefore，based on the characteristics of international financial talents at this stage，the article explores international financial talent from the perspective of government，industry and universities. The training model is dedicated to promoting economic transformation and upgrading in the western region.
