Its profound thoughts of integrity and clean governance provide rich nutrition to today’s construction of clean governance culture. To dig deeper in Tao Te Ching for the elements of clean governance culture and to build clean governance culture education base are good ways to inherit clean governance culture resources and learn from history. It is also a specific measure to thoroughly implement the requirement of “strengthen anti-corruption education，promote clean governance construction”. Laozi is the earliest ancestor of Taoism. He found seclusion on Laojun Mountain，Luanchuan County，Luoyang City at last. Therefore，Laojun Mountain has become a famous Taoism culture center and tourist attraction. Based on the resources of Laojun Mountain，building of Tao Te Ching Clean Governance Education Base will activate “morality and integrity” culture，create “morality and integrity” development mechanism，internalize culture of morality and integrity，make Party members and cadres carry out clean governance，realize the brand effect and radiation effect of “morality and integrity”，and make it possible for the force of culture to contribute to the cause of building a harmonious society.
