Luoyang is in possession of proud red tradition and rich red resources，which are great advantages. However，the red resources in Luoyang are poorly developed. There is no sense of preservation and development and no enough funding. The management system is not running smoothly，either. No special attention is paid to innovation. It will require multiple approaches and great strength to solve all these problems and improve the development and utilization of red resources.
