In 2018，under the guidance of General Secretary Xi Jinping’s important speech on “April 13” and the spirit of document No.12 of the Central Committee，Hainan’s economic and social development showed a good trend of overall stability and quality improvement. Among them，three industries grew steadily and effective supply continued to expand；investment demand declined significantly and the consumer market was generally stable；the construction of free trade area was steadily promoted and the level of opening-up was significantly improved；social benefits were better and people’s lives were continually improved. However，some problems still existed. For instances，the pulling power of major industries was fallen，investment was fallen and the growth of consumption slowed down，the power of demand growth was insufficient，the development of industries was unbalanced，regional development was not coordinated，the capital was reduced while cost was increased，the operating cost of enterprises was increased，the work of agriculture and countryside needed to be continuously strengthened，more historical debts of social undertakings emerged，and people’s living standards needed to be improved，etc.. In 2019，in order to develop Hainan’s economy and society more smoothly and qualitatively，this paper puts forward measures to deepen the structural reform on the supply side，expand effective demand and build a pilot free trade area（port）with high standards and quality，so as to ensure a sustainable and stable development of Hainan’s economy and society.
