随着开发区发展出现低增长、同质化招商等瓶颈,以及国资国企改革和政府投融资体制改革的双向推动,开发区平台公司作为开发区投资建设的重要主体面临着转型的难题。现有一些开发区平台公司的运营管理模式已经无法适应新环境、新经济周期的发展,在债务压力、市场竞争压力和改革压力的多层影响下,开发区平台要实现市场化转型,需依托开发区管委会职能的转变和自身市场竞争力的培育。本报告将以某个省级开发区平台为案例,对其市场化转型思路进行详细阐述。
