From January to December 2018，China’s fixed assets investment was 63563.6 billion yuan，down 1.3 percentage points from the same period last year. So 2018 is the key year for stable growth to compensate for the shortcomings. Economic and social development has entered a new normal. The mode of extensive investment to promote economic growth is changing quietly，replaced by stable growth to compensate for the shortcomings. Precision investment promotes economic growth. In this process，city investment companies also need to actively carry out market-oriented transformation to adapt to the changes of the new era. On the basis of systematically discussing the new requirements of the stable growth compensation board，this paper analyses the new opportunities of the city investment company under the stable growth compensation board，combining with the problems of financing and debt faced by the city investment company at present.
