China’s aging population is soaring day by day. As an important participant in the supply of urban infrastructure and public services，the development of pension services will become an important option for the transformation and development of urban investment companies. According to statistics，1 of the cities where the top 50 city investment companies are located have entered the stage of severe aging，20 cities have entered the stage of moderate aging，and the rest have also entered the stage of mild aging. Taking Qidong City in Jiangsu Province as an example，which is in the stage of severe aging，this part analyzes the development background，mode and experience of the endowment service in Qidong City，with a view to providing beneficial reference for other urban investment companies.
