随着政府投融资体制机制改革的不断深入和完善,2018年对于城投公司而言,可谓压力重重。先后出台的《关于规范金融企业对地方政府和国有企业投融资行为有关问题的通知》(财金〔2018〕23号)、《中共中央、国务院关于防范化解地方政府隐形债务风险的意见》(中发〔2018〕27号)、《中共中央、国务院关于全面实施预算绩效管理的意见》(中发〔2018〕34号)等文件,陆续曝出的城投公司债务违约事件和违法违规融资问责处罚案例,加上城投公司的融资渠道收紧、融资成本趋高、融资要求趋严等融资环境改变,都给城投行业的发展带来了新一轮挑战,城投公司未来的生存和发展问题也越来越受到重视。2019年,在国家政策收紧、环境趋严的基础之上,城投公司仍面对存量债务化解、政府项目投资、业务发展转型等诸多问题。本报告就以上内容,首先总结了2018年城投行业的发展环境,然后分析了2018年城投行业的发展现状,最后对城投行业未来的发展趋势进行了研判。

The notice on regulating the relevant issues concerning financial enterprises’ investment and financing behaviors of local governments and state-owned enterprises in 2018,the central committee of the communist party of china and the state council on preventing and resolving the risk of invisible debts of local governments the opinions,the “Opinions of the Central Committee of the Communist Party of China and the State Council on the Comprehensive Implementation of Budget Performance Management” and so on,with the successive disclosure of the debt default events of the city investment company and the accountability punishment cases for illegal and illegal financing,coupled with the financing environment of the city investment company,the financing channel is tightening,the financing cost is getting higher,and the financing requirements are becoming stricter,both have brought new challenges to the development of the urban investment industry,the survival and development of the urban investment company will become more and more important. In 2019,with the tightening of national policies and the tightening of the environment,the urban investment company will still face many problems such as the settlement of stock debt,government project investment,and the transformation of city investment companies. This chapter first summarizes the development environment of the urban investment industry in 2018,then analyzes the development status of the urban investment industry in 2018,and finally predicts the future development trend of the urban investment industry.
