In 2019，Kaifeng city made remarkable achievement in high quality development on the basis of sustainable development. In terms of quantity，in the first half of this year，the city received 39，596，000 tourist visits，up 18.9% of year-on-year growth，with tourism revenue totaled 33.65 billion yuan，up 21.3% year-on-year growth. In terms of quality，cultural quality has been improved and “integration” has shown remarkable results. The diversified integration reflected in the factors，industrial trains and performance has become clearer. In order to further promote Kaifeng’s cultural tourism industries to develop in a high quality，we should take systematic theories to explore a path of “culture+tourism”，make clear of the characteristics of government，enterprises，scholars and clients in the action of “culture+tourism”，establish the scientific operating mechanism，and forge a big pattern of “culture+tourism” which will take continual creation and innovation as the impetus，take industrial system characterized by brand agglomeration as the main part，take strong market consumption system as the guide and first class government service system as the guarantee.
