In recent years，Henan province has respectively set up four funds concerning cultural industry which are Henan Cultural Industry Development Fund，DengYaping Sport Industrial Investment Fund，Henan Zhongyuan Cultural Stock Equity Investment Fund and Henan Development and Guiding Fund for Highly Grown Services. In addition，Henan has performed a series of explorations in the pilot reform of provincial-level financial funds concerning enterprises. But because of the relatively late investment by the government on cultural industry，there still exist some places need to be further perfected，which mainly reflect in the following aspects：the mechanism of benefiting enterprises more is not as clear as expected，the enthusiasm of social capital attendance is not high enough，the selection of companies in fund management meets limitations，lack effective incentive and restraint mechanism，and regional development is unbalanced. All of the above imperfects，to some extent，have restricted the rapid development of cultural industry in our province. We should learn from the practice and experience both from the central government and the advanced provinces such Shaanxi，Hunan and Guangdong，combining the reality of Henan，set up the Integrated Development Fund in an integrated way as soon as possible to guide and drive Henan cultural industry towards high-quality development.
