In 2008，Shenzhen and Shanwei proposed to establish a new cooperation zone，namely “Special Coopeeration Zone constructed by Shenzhen and Shanwei”，which became the beginning of Shen Shan Special Cooperation Zone. Shenzhen municipal party committee have set a goal that the cooperation zone should be made into the originator of enclave economic development，city governance and regional governance. In 2008，The cooperation zone have achieved substantial developments such as a better commercial circumstances，higher industrial integration，better policy and institutional coordination between governments. Furthermore，some developments in education，health and medical care and transportation facility construction also provided a better base for the advancement of the cooperation zone.
