Local governments of Guangdong，Hong Kong，and Macao pay great attention to cooperation in the field of social welfare and livelihood. The three local governments have continuously strengthened their coordinated governance and enhanced social and people’s livelihood services so that people can experience the fruits of tangible cooperation. Since 2018，Guangdong，Hong Kong，and Macao have made significant progress in exchanging social service concepts，implementing pilot projects in Hong Kong and Macao，establishing social service agencies in Guangdong，and introducing social welfare in Hong Kong and Macao as well. With the continuous strengthening of labor，social capital resources，and the spatial mobility of residential space，new requirements are put forward for the docking and integration of social governance systems among cities. To continuously break through the policy barriers of government social welfare portability，allow social welfare to flow freely among the three places，and promote cooperation among Guangdong，Hong Kong，and Macao with regard to social services has become a mandate in the co-construction of a Humanistic Bay Area with a highly livable quality-life circle.
