    粤港合作创立残疾人康复机构的颐康模式

    摘要

    深圳康复会颐康院是境外资金资助开办、我国香港福利机构运作的残疾人康复机构。颐康院基于香港理念标准,以本地人才为主体运作,为“在粤港人”服务,是粤港合作兴建残疾人康复机构的成功典范。颐康院突破资金、人才、医疗保障的跨境瓶颈,经受住两地政策文化差异的挑战所形成的“颐康模式”,为粤港合作兴建福利机构在建设运营、人才利用、跨境就医、福利可携方面提供了可复制、可借鉴的经验。

    Abstract

    Shenzhen Society for Rehabilitation Yee Hong Heights for the Disabled is funded by overseas trusts and operated by Hong Kong welfare agencies. The Yee Hong Heights operates in the philosophy of Hong Kong people and provides services to Hong Kong people in local areas by local employees. It is a successful example of the cooperation between Guangdong and Hong Kong in the construction of rehabilitation institutions for the disabled. The Yee Hong Heights has overcome the cross-border bottleneck problems of funds,talents,and medical insurance. In spite of the challenges of policy and cultural differences between these two places in their cooperation,the “Yee Hong Model” has provided replicable and referenceable experiences for the construction of welfare institutions in terms of operation,talent utilization,cross-border medical treatment,and portability of welfare.
