In advancing the High-Quality Development of Guangdong-Hong Kong-Macao Great Bay Area，the think tanks in three places play an important role in not only making plans，designing schemes，and consulting policies，but also dispelling doubts，building consensus，promoting policy communication，and communicating with the people. The Development Plan for Guangdong-Hong Kong-Macao Great Bay Area clearly stated that it is necessary to support think tanks in Mainland，Hong Kong，and Macao to strengthen their cooperation in providing intellectual support for the construction of Great Bay Area. The high-end forums of think tanks held since 2018，and the newly established Guangdong-Hong Kong-Macao Great Bay Area Think Tank Alliance in 2019 are all remarkable achievements in the development and cooperation of think tanks. The discourse power and international influence of think tanks can only be enhanced by jointly building a high-level think tank exchange and cooperation platform and increasing the advisory function of think tanks in the decision-making process in the Great Bay Area.
