Located in a vital region，the Hetao area began its development against the background that Shenzhen and HongKong determined to enhance their cooperation，especially in the aspects of science and innovation，so as to give a new trigger to the construction of the Great Bay of Guangdong，Hongkong and Macao. Since Shenzhen and HK signed the “cooperation agreement” in 2011，the Hetao area have gained developments according the principle of co-developing and sharing various achievements by Shenzhen and HK. Through the whole year of 2008，the science and innovation cooperation have entered a new historical stage with the progress both in practical exploration and theoretical achievement.
