This paper puts forward the internal logic of industrial policy and establishes the system framework of industrial policy-making. On this basis，this paper analyzes the future manufacturing strategic orientation of the UK and China，and discusses the similarities and differences as well as the mutual reference. This paper points out in particular the incoherence，instability and unevenness of the evolution of dynamic industrial policy. These discussions lay a theoretical foundation for the formulation of future manufacturing industry policies in Henan Province，and also have policy guidance value for the future development of manufacturing industry in China and other countries in the world.
