知识产权运营体系建设是个系统工程，推动知识产权成果的转移、转化是个世界性课题，本文从概念入手，围绕学界共识，重点梳理知识产权运营中存在的难点问题，充分发挥知识产权制度设计、规则制定、人力资源、金融的作用，深度分析了所有权制度改革、保护研发者权益、组建高校专门知识产权运营部门、加大知识产权保护和失信惩戒力度问题的症结所在，并以此为基础提出产权制度设计和规范、知识产权运营体系建设、精简政策供给、加强纠偏意识的意见和建议。
