The demand for intellectual property talents in the construction of strong intellectual property provinces in Henan Province is unprecedentedly urgent. However，the graduates of intellectual property colleges and universities，which are the main channels for talent training，are not as “hot” as the social expectations and planning of the school. This paper draws on the model of foreign colleges and universities’ intellectual property colleges，and proposes that according to the actual needs of Henan society，combined with the regional economy and industrial characteristics，find out countermeasures for the construction of characteristic intellectual property colleges in Henan universities，clarify the orientation and the concept of running schools，and strengthen the construction of intellectual property teachers，give full play to the tripartite action of universities，governments and enterprises，and create a distinctive intellectual property college in Henan，providing strong talent support for the construction of a strong intellectual property province.
