The innovation-driven development strategy has achieved remarkable results with the support of the Henan Provincial Party Committee and the provincial government. However，compared with the developed regions，there are still factors-driven mode，insufficient innovation drive，lack of independent innovation capability，and SME financing. The channel is not smooth，the R&D investment is insufficient，the enterprise as the main body of market innovation is not fully established，the lack of innovative talents，the environment supporting innovation needs to be further optimized，etc.，and propose countermeasures against the above problems.
