With China’s economy entering a new normal stage，the economy has gradually shifted from high-speed growth to high-quality development. In order to adapt to the new normal economic stage，Shanghai，as one of the largest gross domestic product provinces，should change its development concept in time. It is not only the pursuit of GDP，but also the pursuit of higher quality of GDP. Secretary Li Qiang first put forward “four heroes” in the whole country，namely “heroes based on production per unit area，heroes based on benefit，heroes based on energy consumption and heroes based on environment”. Since 2019，Fengxian District has thoroughly implemented the spirit of the important speech of general secretary Xi Jinping’s. Fengxian takes “one platform and three major tasks” as an opportunity，adheres to the “four heroes” and actively invigorates the stock land，enhances the intensity of development，continuously improves the economic output of the unit land，and promotes the transformation and upgrading of Fengxian’s economic zone. From 2017 to 2019，the Industrial Comprehensive Development Zone has adjusted 5889.5 unit area of industrial land，involving 227 enterprise. On March 20，2019，Fengxian Comprehensive Free Trade Zone located in the Industrial Comprehensive Development Zone，which is an important grasp of Shanghai’s reform and opening up. This paper takes the transformation and upgrading of industrial comprehensive development zone and Fengxian comprehensive bonded zone as an example to explore the transformation path of Fengxian Economic Zone.
