As a non-profit organization with legal gambling，the Hong Kong Jockey Club contributed its profits to the charity through its unique operating mechanism. In order to promote the quality of life of Hong Kong citizens，the Club developed social welfare projects covering ten areas，perfectly integrated sports betting and charity. Through the analysis of the operating mechanism and donation scope of the Hong Kong Jockey Club Charity Trust，this paper presents the unique lottery charity operation mode of the Hong Kong Jockey Club in an all-round way and conducts in-depth comparative analysis with the mainland lottery charity，in order to obtain some reference and enlightenment. The article suggests that the mainland welfare lottery needs to advance the legalization process of lottery management，improve the supervision system，and establish lottery public welfare fund investment mechanism.
