In order to promote the healthy development of welfare lottery in China，it is necessary to evaluate the system of welfare lottery，from the perspective of philanthropy development. Based on the analysis of many relevant relevant researches，this paper proposes a five-dimensional model of public welfare resources，public welfare management，performance evaluation，public welfare social responsibility and public welfare impact. Five-dimensional model focuses on public welfare development. It evaluates the system of welfare lottery from five aspects：public welfare resources acquisition，welfare concepts and management，performance evaluation of welfare lottery projects，information disclosure and stakeholders social responsibility，and the impact on social public welfare development.
