This paper sorts out the works of some local welfare lottery agencies in the planning and implementation of public welfare activities in 2017. These public welfare activities are divided into five types and analyzed separately. Based on the current situation of Welfare Lottery’s public welfare projects，the article proposes to clarify the functions of welfare lottery agencies，regulate the use of funds，and strengthen the construction of public welfare brands.
