In August 2018，the conference of the State Council’s leading group on promotion of the development of small and medium enterprises indicated that the small and medium enterprises are a new force in national economic and social development，which contributed more than 50% of the country’s tax revenue，more than 60% of GDP，more than 70% of technological innovation，more than 90% of urban labor employment，and more than 90% of the number of enterprises. Shandong Province，which in the process of replacing old growth drivers with new ones，takes great emphasis on the development of small and medium enterprises，and gives substantial support in policies such as financial support and tax reduction，then make the small and medium enterprises market full of vigour. In 2018，private economy added value of Shandong Province increased steadily，accounting for 50.6% GDP of the province；the number of private enterprises increased rapidly，and the market structure was optimized；individual and private enterprises took on a significant contribution to the employment population，and had important social benefits；the finance and taxation functional departments implemented tax reduction and rates reduction policies for the small and medium enterprises，and the financial health of the province was improved；the import and export volume of private enterprises increased by more than 10% year-on-year，contributing 60% of the province’s trade volume；the innovation points of small and medium enterprises emerged continuously，intellectual property contributions were significant.
