When President Xi Jinping investigated Guangzhou，he said the Party Central Committee attaches great importance to the development of the small and medium enterprises. It indicates that China’s small and medium enterprises are ushered in an important period of development at this stage. As a province with a large number of the small and medium enterprises，Shandong Province has increased its support for small and medium enterprises from areas of finance，banking，and business environment，then number of the small and medium enterprises has achieved rapid growth. By the end of 2018，the number of the small and medium enterprises in the province had reached 2.61 million，with a growth rate of 16%. At the same time，multi-level capital markets support the small and medium enterprises financing，then the financing difficulty is alleviated in a certain extent. “Entrepreneurship，innovation，and venture capital investment” has developed synergistically and interactively to promote the high-quality development of the small and medium enterprises. This report according to the development status of the small and medium enterprises in Shandong Province，combines with the relevant policies of the provincial party committee and the provincial government to support the development of the small and medium enterprises，the report puts forward the key development direction of the small and medium enterprises in Shandong Province：establishing Qilu rural revitalization models，increasing the proportion of small and medium enterprises above designated size；paying attention to the high-quality development of enterprises，creating a sound business environment；leading the technological small and medium enterprises develop，reflecting the effects of technological innovation，accelerating to cultivate small and medium enterprises with characteristics of “specialized，fined，peculiar and new”；supporting relevant small and medium enterprises accelerated development，assisting province revitalization through ocean strategy；participating in construction of “The Belt and Road Initiative”；seizing the historical opportunity to accelerate development and assisting to replace old growth drivers with new ones in Shandong Province.
