Qilian Mountain is an important ecological security barrier in the northwestern region，and its ecological and environmental issues have received much attention. According to relevant data，the root cause of the major ecological and environmental damage problem in Qilian Mountain is “government failure”. Now Qilian Mountain ecological environment governance is absolutely dominanted by government and enterprises，environmental NGOs and citizens are separated from each other. This kind of traditional governance model that the government has arranged in one hand avoids another “government failure” in the ecological environment governance，and it is urgent to construct a collaborative governance model in which multiple entities participate together. This chapter first analyzes the four main types of government，market and enterprise，environmental NGO，and citizen，and clarifies their advantages and dilemmas in Qilian Mountain’s ecological environment governance，and provides a basis for building a coordinated governance model. Secondly，Lanzhou University is introduced in 2018-2019. With regard to the latest research on the coordinated governance mechanism of Qilian Mountain，the research proposes to establish a “three-in-one” collaborative governance mechanism for government，enterprises and environmental NGOs，and briefly expounds the specific responsibilities of each subject. Finally，it analyzes the collaborative governance model under ideal conditions. The positive role and its realization conditions，and based on the current situation of China and the current situation of Qilian Mountain，put forward a staged government-led multi-subject participation in the coordinated governance model，in the hope that it will become an effective way in the Qilian Mountain ecological environment governance and play a practical role in practice.
