The exquisite discussion of the “Green mountains and clear water are equal to mountains of gold and silver” proposed by General Secretary Xi Jinping has become the core of Xi Jinping’s ecological civilization thought with Chinese characteristics in the new era. The Qilian Mountain area is not only a western area，a national area but also a poverty-stricken area，or an important ecological security barrier for the country. It is the only water supply area for the inland rivers of the Hexi Corridor and an important water supply area for the upper reaches of the Yellow River. This paper analyzes the laws，regulations，policies and practices of the national and Qilianshan areas in 2018-2019 and its practical measures. It is found that with the implementation of ecological restoration and other projects and the comprehensive sharing mechanism，the Qilian Mountain ecological environmental protection policy has achieved remarkable results. The overall situation of the ecological environment has improved significantly. However，the trend of deterioration of the local ecological environment has not been fundamentally reversed. The task of ecological protection and construction is still arduous and arduous. The article proposes to build a unified and comprehensive Qilian Mountain ecological environmental protection system by constructing a unified and standardized and efficient management organization，perfecting the use of resources and ecological compensation system and innovative ecological civilization performance evaluation system and assessment mechanism. The system is intended to provide reliable guarantee and strong support for the ecological environmental protection work of Qilian Mountain.
