The evaluation index system of the driving force of technological innovation in Yangtze River Delta city is established. This system obtains the comprehensive index of the driving force of technological innovation，including four first-class indicators of technological innovation input，carrier，output and performance，which can be divided into ten second-class indicators，and the comprehensive index weights are set based on the AHP-EVM model. This article evaluates the driving force of technological innovation of the 41 cities in the Yangtze River Delta comprehensively and systematically，and focus on the top ten most innovative cities.
