The services for persons with disabilities are specialized institutions. It is the backbone of the supply of public services such as rehabilitation，care，employment and education for person with disabilities. The accessibility construction of service institutions is not only safe and convenient access to provide good environmental protection for person with disabilities，but also an important embodiment of Xi Jinping’s thought of socialism with Chinese characteristics centered on the people in the new era. This report first defines the service institutions for person with disabilities and analyzes the basic situation of the services，and further analyzes its development progress and achievements in laws and regulations system construction，technical standard system construction，planning system construction，planning implementation and theoretical research and so on. On this basis，it points out that the current rule of law for service institutions still needs to be perfected，the level of systematic and standardized construction needs to be improved，the construction of grassroots service institutions needs to be deepened，and theoretical research and professional personnel training need to be strengthened，and so on. It puts forward some development proposals from the construction of the rule of law system，multi-party coordination and systematic advancement，focused on demand to improve the precise service capability，to enhance the level of intelligence by technology，brainstorming and wisdom research and other aspects.
