This report reviews the development of accessibility environment construction in China since the reform and opening up，then analyzes the current situation and existing problems of the accessible development of persons with hearing impairment and persons with speech impairment in China from 2012 to 2018 from the aspect of life，education，rehabilitation and services，and finds that the legal regulations and standard systems of accessible environment in China are still not perfect，the construction of accessible facilities is less targeted，the easy-to-use services of film and television and sign language translation services are not effective，and the public’s awareness of accessible hearing and speech is not good enough. In order to accelerate the construction of accessible environment for Chinese persons with hearing impairment and persons with speech impairment，the report proposes that we should improve the completeness of the system of laws，regulations and standards，strengthen the pertinence of the construction of accessible facilities for persons with hearing impairment and persons with speech impairment，improve the appropriateness of the easy-to-use services of film and television，promote the popularization of sign language translation services in the whole society，and strengthen the public’s awareness of accessibility.
