Under the Research Center for Yangtze River Economic Belt Development of the Counselors’ Office of the State Council，Cheng Changchun，Counselor of Jiangsu Provincial People’s Government，investigated and suggested that the problem of heavy chemical plants surrounding the Yangtze River should be tackled in a multi-pronged manner：highlighting the guidance of planning，adopting a combination of effective measures to control pollution，accelerating the pace of green park construction，and improving the technical level of heavy chemical pollution control，so as to promote the high-quality development of Yangtze River Economic Belt.
