Under the Research Center for Yangtze River Economic Belt Development of the Counselors’ Office of the State Council，Counselor Zhuang Yuanfang et al.，believed that the development of the Jinsha River waterway is of great significance for Yunnan and Sichuan. At present，the construction of cascade hydropower stations in the middle and lower Jinsha River is drawing to an end，creating a 1，200 km deep water channel. However，there are problems such as shipping obstruction by dams and poor shipping conditions in partial sections. To this end，suggestions were provided，including incorporating the Jinsha River waterway construction into the national plan for shoring up infrastructure weakness，cooperating the Three Gorges Group to address the navigation problem of high-dam power stations，rectifying the Shuifu-Yibin section，and implementing the unified management of the Jinsha River shipping and maritime affairs by Changjiang River Administration of Navigational Affairs.
