Under the Research Center for Yangtze River Economic Belt Development of the Counselors’ Office of the State Council，the Task Force on Joint Research of Urban Clusters in the Middle Reaches of the Yangtze River found that China Railway Express fails to effectively drive local export-oriented economy due to small scale and few collaboration，and put forward the suggestions of pooling regional foreign trade resources，optimizing China Railway Express as a starting point，and constructing a regional coordination mechanism for the development of export-oriented economy in urban clusters.
