当前长江经济带环境管理依然存在抓生态环境保护上主动性不足、创造性不够,生态环境协同保护体制机制亟待建立健全,区域合作虚多实少、城市群缺乏协同和带动力不足等问题。实现长江经济带绿色发展和环境管理水平提升的关键在于强化体制机制,需要构建有助于加强组织领导、调动各方力量、激发内生动力以及适应全流域完整性管理的环境绩效管理体系。系统评估长江经济带沿岸城市环境绩效管理水平,对长江经济带沿岸城市环境绩效管理的制约因子进行诊断是提升长江经济带环境绩效管理水平、促进环境质量改善、实现长江经济带绿色发展的重要环节和手段。
<<The current environmental management of Yangtze River Economic Belt is still deficient in many aspects,including insufficient initiative and creativity,absent or imperfect mechanism for coordinated environmental protection,inadequate practical regional cooperation,and lack of urban coordination and driving force between urban clusters. Institutional mechanism is the key to the green development and better environmental management of Yangtze River Economic Belt,so it is necessary to build an environmental performance management system that enhances organizational leadership,mobilizes all shareholders,stimulates endogenous motivation,and adapts to integrated watershed management. Further,systematic assessment and constraint diagnosis of environmental performance management at the city level is an important link and way to improve environmental performance management and environmental quality for the green development of Yangtze River Economic Belt.
